That is the charge screen. It is on the metal channel above the drum, Its is held on by a spring clip on the end. Yes it has to be on for the machine to work corectly, what it does is smoothes out the charge voatage so that the print is even.
It really is not hard to replace, just look on the charge assembly there will be a metal tab, and run it across either the charge wire or sawtooth. Just be sure that it is even across the assembly.
If it is installed on an angle the copy quality will not be even across the page.
