Depending on the model of the phone and how old it is really makes the difference if you can in fact use your phone on other networks. If you have a phone that was made after Feb 2010 then you can use it on any of the major cellular providers (Bell, Telus, Fido, Wind, Rogers, Koodo) Rogers and Fido operate on GSM technology (Global System Mobile) Where (as of Feb 2010 ) Bell, Telus and Koodo use the HSPA Technology (High Speed Packet Access) and Wind Mobile uses AWS (Advanced Wireless Services).
So to make this less confusing now every major cellular provider in Canada uses SIM cards. So all you would need to do is take your phone to the local mall and get it unlocked (usually cost anywhere from $20 to $50) and then you can use it on every network with the exception of Wind which only is compatible with some devices.
Lastly before you go ahead and get your phone unlocked make sure it is compatible with the provider you wish to go with. You can either go online and search "IMEI Phone Compatibility" and check yourself or take it to any one of the Cellular providers and they will check for you.
I hope this answers your question
cheers
