If your DVD player is set to a DVD region, then it cannot play DVDs from other regions. You are allowed to change the DVD region only four times, then the DVD player will lock permanently on that region. If your DVD region is locked then you can install a program that will allow you to play DVDs from any region. CD ROM drive will play only 700 mb CD disks(normal CDs)...and not play DVD disks...u need DVD ROM drive to play DVDs....there is a big difference among both in it's function.
a DVD drive "may" play both DVDs and CDs....
but
a CD drive will "only" play CDs

you might need to check to see the format of the dvd that you are trying to play ie dvdr vice dvd some devices will not play them if the format of the cd is wrong
When the CD/Dvd Drive becomes old the Optical Lense is not strong enought to read DVD because DVD is more dense than CD track. You can Try to clean the lense. There are lense cleaner available on the market.
