Try this troubleshooting, first is the vga cable is connected properly to the vga port of the cpu, second check if the voltage rating of the outlet is 220v depending on the monitor rating some unit work with 110v. third if it still does'nt work try to transfer the monitor to other cpu (if you have one) may be the video port/adapter is damage.
