It is a Fax machine also and presumably connected to a phone line.
Disconnect the phone and disconnect the printer from the power. Wait 2 minutes, Press the ON button for 10 seconds, THEN plug it back in and power it up. Having said that, this says it is a Boot ROM error and needs flashing with a laptop connected to it.
Plug a regular phone into the wall jack and listen for a dial-tone
Make sure the phone line is hooked into the LINE port of your fax machine.
Unplug the power cord for 10 seconds.
Do you have a DSL phone line?
If it is a dedicated fax line it is probabaly best set to fax only mode. Fewer rings (No more than two) FaxTel mode will ring for longer to allow you to pick it up if its a phone call.
Check if the machine has dial tone by onhook button or handset to check. If you have none try testing with another phone to rule out the machine.
Try a manual reception. Pick up the phone when it rings and press the start button.
