sorry to say but it might be time for a new one because when they sit for a long time and are not used the seals wear out and go bad . then the Freon leaks out so no more cold air only fan.
Can't answer why as no details as to how it's failed, but if you've only had it a day return it to the vendor.
you have installed it as per instructions? Is it draining ok? No error codes? Checked the power outlet? Fuses or breakers?
Try cleaning both of the coils inside the unit. If the coils in the back (condenser) are dirty, it will raise the head pressure and reduce the capacity. This will only help if nothing else is wrong (low or no charge).
Sounds like you have a 220 volt air conditioner plugged into a 120 volt outlet.This will cause the conditions you are describing. Put a filter on it please.
If you have or know someone how has a multi meter just test that you have 220 volts at the outlet. Thats about the only way to tell. The fan will run if you only have 120v at the outlet, just not the compressor. so it will not cool. If you only 120v at the outlet it could be just a fuse or breaker problem. If it's a new outlet then it could be wiring wrong also.

If there is water running out the front of the system your drain is blocked and or the system needs to be removed to inspect the drain tray and clean out if required.(serviced).
As for it not turning on , check that the fuse isn't blown as the water may have shorted the controls wires and blown the fuse
