Hello ebrnic1
(01) Boot into Safe Mode and see if the problem persists. I suspect it will not.
(02) Perform a "Clean Boot" and boot into Normal Mode. (see HERE for how to perform a "Clean Boot")
(03) If it boots in OK (w/out the missing DLL error), then there's something trying to load that is unable to. This can be for a number of reasons. But 1st....
(04) Do you have a Zen Micro? If you do, re-install the drivers for it and see if the problem goes away.
(05) If you do have a Zen Micro but the problem persists after reinstalling its drivers, try "registering" the DLL.
(A) Click on START
(B) Click on RUN
(C) type in the RUN box (verbatim):
regsvr32 CTConfig.dll

Do you by any chance own a Creative Mp3 player? If so, reinstall the drivers for it. This is a part of Creatives software, normally for MP3 players, but they could have put it into other drivers as well like webcams etc.
Boot the computer in safe mode if you cannot start it normally.
Wait until the initial laptop screen vanishes, then start pressing F8
A Windows Startup options screen will appear
Select Safe Mode and press enter twice
Windows will now load into Safe mode.
Go into Start - Control Panel - Add Remove Software
Uninstall any Creative software you have and restart Windows.
When the laptop first shuts down, Unplug any Creative USB devices, webcams, Mp3 palyers etc.
Once Windows boots normally, reinstall the software.
It seems you have some Creative products on your lap and you have uninstalled it or it got currepted. But your registry still have the registration for CTCONFIG.DLL.
So, if you have any software from creative then please re-install it.
Please post your feed back in add a comment.
If any problem just Ask me
Thanks
Iqbal
