ToughBooks come with an installed utility called Wireless LAN Switch Application, that seats in the Tray : WLAN and BT ON/OFF are one-click away !
If it's no longer on your TB, go there :
Choose your model, OS, language.
Select Category=All Drivers.
From the list, download and install it.

Start -settings-control panel-system-hardware-device manager-network adaptors
click onto wireless adaptor- device usage and disable...
hopefully that will work
