It's usually an issue with the digitizer, so ultimately if youwant to resolve it, th screen/touch sensor glass needs to be replaced. Try torestore the iphone to exclude that it's a software issue, but if thatdoesn't work and If you're under warranty apple will likely give you anew one. If you're out of warranty you can attempt a self-repair ifyou're comfortable with opening devices like that, There are iPhone Repair guidesthat show you how.
