A Google search for the Code 28 error found this solution
Code 28: The drivers for this device are not installed

Device Manager displays the following message in the Device Properties dialog box, on theGeneral tab, in the Device Status text box:
The drivers for this device are not installed. (Code 28)
Diagnosis
Device drivers for this device have not yet been installed.
Resolution
To install the drivers for this device, on theDrivers tab, click Update Driver. This starts theHardware Update wizard.
So what you need to do is do a Google search with the following string:
(Brand Name) (Model Number) +driver
This should take you to a list of sites where the drivers can be downloaded.
Save the drivers to a location such as My Documents.
When the wizard asks if it can go online to find solutions say no.
It should find the drivers and install them.
By the way what were you trying to install?

i was having problems with distortion, and start up screen full of dollar signs, so i was informed i might be a graphics prob, i uninstalled my nvidia graphics, and started to use windows default drivers, evrything seems ok but when scrolling on web pages it goes up or down in waves rather then immediately,.i tried to load , VGA controller in my advent 7093 laptop, but it said it cant find the hardware...?

i cannot connect to the internet i looked in the device manager and it says under OTHER DEVICES it explains that THE DRIVERS FOR THIS DEVICE ARE NOT INSTALLED. It explains that the PCI bus 1, device 13 function 0

i m having the same problem, while connecting my web cam, i downloaded the driver from the manfac site, 'intex technolgies' cam model is classic, but whenver i tri to install it, it gives me error sayin, 'it dint find the necessary software or code 28 error, so can u help me out with is problem....
