A Google search for the Code 28 error found this solution
Code 28: The drivers for this device are not installed

Device Manager displays the following message in the Device Properties dialog box, on theGeneral tab, in the Device Status text box:
The drivers for this device are not installed. (Code 28)
Device drivers for this device have not yet been installed.
To install the drivers for this device, on theDrivers tab, click Update Driver. This starts theHardware Update wizard.
So what you need to do is do a Google search with the following string:
(Brand Name) (Model Number) +driver
This should take you to a list of sites where the drivers can be downloaded.
Save the drivers to a location such as My Documents.
When the wizard asks if it can go online to find solutions say no.
It should find the drivers and install them.

I need to fix a Code 28 problem, can I do that without downloading lots of stuff?

to solve this you need internet
then go to start
right click on computer
click manage device on top left
double click on unknown device
it will automatic install the software
if that doesn't work go to window update and update your computer then try it again
You can also download unknown device and check your computer to know the specific detail on the driver

This helped solve my problem. I have the install cd but it would not work again after changing computers. Got my web cam to operate. Thanks. Much. Dale

Hello and thank you for using Fixya's services.
You can download all of the drivers for your computer, by visiting the manufacturer's website. For example, if you have a Dell, then visit Dell.com. Click on support, enter model number, choose operating system and download.

Do a search for the device that has the (!) on it. You also could try just going to windows update and having it scan. Sometimes it will find them there. Also, if you're brave, you could delete those devices and let them be rediscovered on boot. Maybe then it can find the drivers. But since you reformatted, maybe not. Where are the original disks for the machine? The drivers are usually in there.
