One of the fans on power supply unit does not work, is this the reason behind the beeps my packard bell pc desktop sounds and doesn't send any sign on the screen?

Is there beeps coming from inside the tower case? Does the Hard Drive make a spinning sound after about 15 to 20 seconds? It could be a mother board issue, it could be a graphics card issue.
If you press the ON/OFF button, and then you do NOT hear anything (no fans, no beeps), then the power-supply inside the desktop has failed. Take the computer to any computer-store, so that they can sell you a compatible replacement power-supply.

i'd say your not passing the post test....if you hear a beep when you start your pc it should boot to windows screen if you dont hear beep you could have a loose cpu fan open up pc and make sure the fan is secure if not try tightening it can be tricky either that or it could be your power supply i wouldnt attempt fixing that if not sure what your doing..or try turning off your pc plug it out disconnect all periphals and press in the on button and hold for 2 minutes then try and boot
if it beeps there is a memory problem inside if not turn it on so its orange turn it a round and flip the the red switch on the back of the power suppy, multiple times and then start turning off the computer, ive got that to work it could just something dumb with the power supply
Sounds like an overheating problem. Clean the dust out of it, make sure it can get air on all sides, make sure the fans are turning. If that doesn't work, unplug the computer, hit the power button 20 times, wait 1/2 hour and boot it up.
Huh! Sounds like a power issue. Unplug, try cleaning out the guts in case something got in there, and retry, and again with a spare power supply if things are still bad. It would help to know whether something other than the power supply's clicking, I suppose....
Did you check the power lead or the power supply in another pc.
if you checked the power supply unit in another pc and it's fine, there is a faulty switch on your pc or faulty motherboard.
Check that the 21 pin connector from the power supply unit to the motherboard is in properly as the psu will not work if disconnected from the board.
