I have a bissell 1698

i have a bissell 1698 powersteamer. i have already cleaned heater and completely cleaned all parts , checked the mix piston, checked belt. it will not shoot water or mix. the motor runs, it will **** water and the brush turns. is it the pump and does the pump just shoot the soap?

Pump is probably bad. When you put the lid back down, did you put the piston on the bottom of the smart mix knob? Also the smart mix knob should be in the water only selection when the top is pushed all of the way down. Also sometimes the flow indictor cap can give you a problem with it leaking air.
