That is the PC VIDEO card problem, more likely that you do not have correct video card driver installed if it does not allow you to set more tahe 16 color mode.

My monitor gives 16-bit color at 640x480, but will only offer 256 colors at 1024x768 -- and only displays 16 colors when I select that... In order to access resolution options, I have to go into Advanced...

The monitor has no influence here - something is wrong with your video card: either its driver is missing (or corrupted) or the video chip has failed.
Uninstall all the drivers for the video(except the generic VGA one), from Programs and Device Manager
http://pcsupport.about.com/od/windows7/f/open-device-manager-windows-7.htm
and reboot several times then go to Dell
http://support.dell.com/support/downloads/index.aspx?c=us&cs=19&l=en&s=dhs
select your pc and get the correct driver.
If that doesn't fixes it then the video chip has failed, you will need to buy a new video card.

Hi,

please press the menu button on the monitor itself. you can easily locate the buttons below or on the right hand side of the screen on the monitor panel.
