what I suggest you is to keeping pressed the power button until you hear that the machine is completely off.
turn it on again and tell me what happen. if you don't mind could you please tell which model it is and the year?
my first guess is that the ram that control the BIOS might be damaged, but to restore it, a cold start should be enough...
