Silly question but have you installed the Drivers off the CD?
Secondly, is your computers USB hub working? To check this go to Device Manager (RIGHT click My Computer - select Properties and then Device Manager) any problems will be shown by a yellow exclamation mark. RIGHT click on thse and select Update Driver (have your disks ready).
You will also be able to see if your external hard drive is in the list. If not, rather than using Microsofts Add Hardware program (which will probably lead you back to the solution I am now about to discuss) just install the manufacturers Installation Disk and run the Install. This should fix your problem.
