You should try unplugging the TV for a minute and then replugging it to cause a reboot. After restart you will need to go to the user menu and scan for digital channels.

I looked at your screen shot of the symptom you are experiencing and it would appear that the very bottom and possibly the next one up CCFL (cold Cathode Florescent Lamp(s)) could be in trouble. If the inverter board(s) was bad the tv would just shut down and blink 4 times but seeing the tv operational but just a dark area near the bottom I would have to say you need to investigate the CCFL problem and replace the affected lamps.

It will be either BM board (Video Processor board) or Tcon Board (top side of panel). I have similar problem...my TV turns on, lamps turns on (you can see them from back side panel holes) but just a dark blue picture appears with no image (like picture when external input is selected without signal), no OSD appears....some times I can heard audio (using Antena).
I'm thinking getting the BM board.
Make sure video cable is connected on right socket. for instance AV1. test cable box on other tv to see if it is transmiiiting picture. If so make sure your tv is tuned to cable box if using RF cable or on slected av mode where av cable is connected
You'll get this abnormality some times due to the signal if you're watching regular analog picture and you have your TV set on full screen, the TV will stretch the picture and you will see more defects than if you're watching it on normal picture.
