I can tell you how to stop it but I don't have enough info to tell you how to fix it.
You can stop it by forcing your computer to shut down, hold your power down for 10-30 seconds this will force your power supply and thus your computer to turn off.

BLINKING SOURCE INPUT MENU ON ALL THE TIME

This unit has component failure on the main board and should be taken to a service center for service. You may need to replace the main board or it may be a simple component failure. If you are out of warranty and need help. Try to find a experienced electronic technician with tools and work space to open you television. Have him check for faulty components on all the boards and check the solder joints for bad connections. You may have to replace the main board. This product may be found sometimes on e-bay by the model of the television and the part number of the board. Insignia customer service number is 1-877-467-4289 and the number for parts is 1-888-237-8289.Hope this helps you with your problem.

The blinking LED also indicates a missed call. From the main stand-by screen; Press the up arrow (which says CID short for Caller Identification), then menu. You should now be in the call list. Scroll through the list making sure to view all calls with the word NEW next to them. You can also press menu in the call list then choose "delete all" to erase the entire list.
