That means another program is using the camera, but if you don't see any windows open with it, then a virus might be using it to watch you. If thats not the case you probably have a process using it, check the system tray and close anything that possibly can use a webcam. Then if it still doesn't work then restart the computer and if it still doesn't work reinstall the webcam software and/or the drivers for it.
