HP LaserJet 3600dn Printer Problem The printer is new but wil not function.

On trying to set up the printer for the first time I followed all the instructions concering preparing for loading the softeware. Had to download the software but the printer will not even function. The LED light keep moving up and down and none of the contol mechanisms cause any change. The ink cartridges are installed correctly. The red Attention LED light is on after the the process circulates through all three of them.
