Volume level on Emerson TV

The volume level on my Emerson TV/VHS combo will not increase beyond 63 on the sound bar which does not seem to be all that loud. What exactly does this mean? Is that as high as it will go? If so, is it a limitation of the speakers in the set?

I have the same problem.
