the purpose of an air conditioner , portable or otherwise, is to remove humidity( water vapor) from the air
The drain hose is provided for the express purpose of removing water before it get on the floor
By all means. That water should not really be collecting there - it can eventually overflow and wind up in the room being cooled. And if you want to be fancy you can insert into the hole some clear tubing you get from Home Depot with an OD a tad larger than the hole you drilled and direct the flow of evaporator water via gravity to where ever.
If you look inside the exterior part you should see a copper tube(part of the refrigeration tubing) that rests horizontally under this water. The water cools the freon inside that copper tube. That's why some models don't have a drain there.
Can't answer why as no details as to how it's failed, but if you've only had it a day return it to the vendor.
you have installed it as per instructions? Is it draining ok? No error codes? Checked the power outlet? Fuses or breakers?
