Question about Televison & Video

RCA TV RCA D61W20, Light Blinks 3 Times

On of the parts on the blue light board had a shock due to the screen leaking, i manage to find a tech gut who can seal the tube, but the problem now is that he is telling me that i have to replace the chip board (where the DVI Chip is and where you connect the signal cables). Does this make sense?, the sympthom is that the power light blinks 3 times and nothing hapens, he says the flyback transformer is working cus he can check the pulse on the chip and it gets ok, but the chip is not sending any pulse outside.
Is this a flyback transformer problem?
Or is he lying so i can buy the board?

The board was clean when i open the TV, right after the short circuit hapend, everytime i open the TV in the past the board did not show any fluids or nothing only the urine stains that i talk to you in the past, but once i clean those it didnt have any problems.

The shock was on the tablets that control the blue light, there i did find fluid from the the lamps, but thats it.

Thats the problem i dont know wich components are affected, ive already changed the board where the blue light is (The one that the fluid cause a shcok, not the same as the mainboard where the DVI chip is), but i dont know if the mainboard (where the DVI chip is) is also not working, or just the flyback transformer, like i said the mainboard was never wet.

Usually when the crt leaks onto the chassis it can be cleaned and the affected components only have to be replaced I am not sure what "chip" you are refering too, but most ICs can be purchased as a replacement part. usually the entire board wont need replacing unless the traces are destroyed or replacement parts are unavailable.

You should be able to just replace the affected components

there is no way to tell unless its checked according to the schematics for the proper voltages.

Power Button Blinks 3 times and then nothing happens

If the coolant spilled on a circuit board, there are changes that the board might be damage as this liquid is highly corrosive and also can conducts electricity while on the board.

60" rca hdtv power button blinks on and off 3 times then shuts off.

the set will have to be troubleshot further to narrow it down. the set contains a processor that has shut the set down. as a tech i have special computer that can read the errors. One thing to try is to uplug the set for about 30 min the plug in listen for anyh sounds. if the light blinks...its not the main fuse.
