First place to check will be the power supply section.
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, blown fuses, poor solder jopints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed ACER monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums
Post back what you see inside so we can guide you further and it will help out other people in the future also.

Acer al1706 does not turn on shows ascreen for one second then black is there a lock i don't know of.

Open and look at the tops of the capacitors. I bet there are at least 2-3 "bulging" tops. Replace them and the problem WILL be solved;.

My acer al1706 monitor turns on then the screen goes black. The power source is good because it worked on the other acer al1706 screen we hooked up

You don't need to worry much about this I too had the same problem with my 5-8 year old monitor acer al1706.
I was worried and tried to find the answer on web I really didn't know what need to be done. Then what I did is just restarted my system many times and the problem solved.

Note: don't restart your computer very frequently just wait until it's booted.

ACER AL1706 powering up, green power light flashes once a second, faint 'flicker' on screen, eventually starts up with the Acer logo, and runs normally.

You may have dying power supply due to bad DC filter caps.
Please see failed ACER and other monitors to see if you will want to DIY repair.

I have an acer al1706 lcd monitor. it won't turn on. the power light is blinking every 5 seconds.

This is generally indicatve of bad capacitors in the circuits. Take it to a reputable repair person or check my website www.micromendllc.com

At start up the AL1706 monitor stays black and the green light blinks on and off. I have to restart four or five times before it eventually works

cyndommett, If not into repair work, and can afford trade for new, GET NEW ONE if current AL1706 is 4, 5, 6, years old. To understand your monitor's problem, spend an hour or two reading my and other lcd monitor tech's FIXYA profile's and testimonials. Then and only then will you have a handle on what options are at your disposal and the reason why your unit has FAILED. Bye for now. 12fixlouie

Acer monitor AL1706 Power On problem

You are more likely to have bad capacitors problem in the power supply, inverter circuits. I would look for bad caps first. Look at some of the sample here: http://s807.photobucket.com/home/budm/allalbums
