Wrote earlier today. Burned out motor. You said take out harddrive and put in other unit. The drive is completely sealed. To whom do I take it to open it and pop the harddrive into another unit.
I would suggest to take it to a computer repair shop to get it open.
You can also try to open it using a flat head screwdriver and locate where the locking tabs are on the hard drive enclosure.

PC MagazineJul 29, 2015 - Some drive manufacturers have gone through the Windows 10certification process, ... Seagate products are NOT compatible with Windows 10.
Hi something wrong with the harddrive. It may be the harddrive is damaged ( the spindle is weak ) or the cable connector from your cpu to the external harddrive may be bad.
Try to get a better cable connector ( i think yours is usb cable ) If the problem persist, try connecting the harddrive into another computer. If the same problem arises, you may want to replace the harddrive ( or claim for warranty )
The Printed Circuit Board ON THE Harddrive inside the Seagate FreeAgent, or the small PCB inside the Seagate FreeAgent's external enclosure? (Case)
If you are referring to the small PCB that the Harddrive connects to, and has the USB cable coming from it, just buy an external enclosure, and install the Harddrive into it.
First, you need to choose all the files you want to back up and put that into a folder then plug in your external harddrive click "my computer and double click your external hard drive and it will open another window. just drag all the folders that you want to backup and paste that to the new open windows which is your hard drive then thats it. just remove the external harddrive correctly and wait for the file to be complete transferred.
Remove (or take to your local computer shop) the Win 98 hard drive from the computer. Put this drive in an external USB drive enclosure. Plug this enclosure into a Windows XP vintage computer. Copy the data to this computer.
Seagate troubleshooting Error Code 10, states that drive has failed. (Seagate bought out Maxtor)
Before you resign yourself to everything is lost on this harddrive, how about trying one more thing?
How about putting the harddrive inside in a new external enclosure, and see if it works? I suggest that perhaps the external enclosure it's in, is bad. The harddrive inside is a 3.5 inch harddrive. Same width as used by a desktop computer. It is a Sata harddrive.
Here's an example of a 3.5 inch Sata, external enclosure, http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=3901268&CatId=2780 Just pop the external enclosure open that holds it now, take it out, and install it into an external enclosure like the example above. Plug in the USB cable.
Don't know if this applies to your particular Maxtor Personal Storage 3200, but when I went to search for the type of harddrive it uses just now, I ran into thsi, and thought I would pass it along. http://www.seagate.com/www/en-us/support/downloads/personal_storage/ps3200-sw)
When you say lock the drive are you asking to lock access to the drive entirely when you disconnect it from your computer no one can access your files if they find the drive and try to put it on their computer and open it,
