No it is not normal at any possible program. When the machine is done the water must be pumped out.

Our washing machine is being placed in storage, but we can still hear water in the bottom of the machine (not in the tub). Is this normal? It seems like we should get all the water out before storin

If its a front loader there is liquid inside the drum put there by the manufacturer for balance and stability when the machine is running, that's probably the water sound you hear when you move it around.

After a load of washing the clothes are left with black deposits of plastic like substance on them.

Sure all pockets were empty before the clothes went in?
Normally there can't come any plastic in the inside of a washing machine.

WHEN REMOVING MY CLOTHES FROM THE WASHER A KEEP HEARING WATER AT THE BOTTOM OF THE BASKET

There is always water left in the washer after a cycle. But you're probably hearing the water in the basket ring. That is normal and is for balancing the load.

WHEN WASH IS COMPLETE, WHEN YOU SPIN THE TUB BY HAND YOU CAN HEAR WATER SLASHING.

The pump cannot completely drain all the water out of washers. There will be some water left in the bottom of the tub that you can't see but here slosh around if you move the basket. If your clothes are not wet, this is probably normal.

Water gets inside the top plastic ring on some machines. You would need to remove the inner tub to get at it to empty the darned thing!

Water is always left in the machine when the cycle finishes

Because the water pump operates as a timed cycle, a partially blocked water passage either from the outer drum to the pump, inside the pump, or from the pump to the house drain is restricting the amount of water being pumped. Remove the drain hose from the house drain just enough that you can watch the water flow during a normal pump cycle. The water should be coming out quite forcefully--if just a trickle, then something is blocking the flow. Look for kinked hoses or even a slow running pump.

AFTER SPINNING, WATER IS LEFT SOMEWHERE IN THE DRUM. i CAN'T SEE IT BUT CAN HEAR IT AND THE WASHER SMELLS BAD.

Check to see if there's something stuck inside the pump or the drain hose connected to the pump (pump is usually located at the bottom and towards the back of the washing machine).

My Kenmore Elite He3 sounds like it has water in the tub after washing AND smells of MOLD?

there is always some water left inside the machine and that is probably what you are hearing are you using liquid detergent? if so this is almost certainly the cause of the smell. liquid detergent leaves a nasty slime inside thge machine and smells like drains. put on a boil wash with no clothes and revert to using powder detergent

Water left in barrel (not the tumbler)

If you can't see any water and just hear it, this is completely normal. This is a front load washer and has a special cover of the inner tub basket. This cover contains some water that has been sealed in at the factory to keep the load balanced while it is spinning.
