Either the charger is faulty or the wire on the charger, or where the charger goes into the phone is broken from the circuit board on phone, or contacts bent or dirty. Did you try charging with a USB cable from computer - if this works, then charger is at fault. You may have to let charge for a few minutes before attempting to turn on phone.

the best option would be to take it to a cellphone repair shop or the shop youbought it at as the chip board is most probably shorting somewhere
