try copying blank pages. If it feeds the paper, then try faxing again. If it does not feed the paper, then open the feeder and clean the rollers and the separator pad. You can use a coffee filter moisten with distilled or bottled water to clean them.

This may occur if:
-the paper is too thick or too thin
-the roller mechanism is not properly aligned or has worn out
-the sheets of paper stick together
things you can try:
-unload the paper in the main tray and bend the stack of paper to loosen it up. Reload the paper to the main tray
On inside of machine it states how to: 1. Place new paper roll on the left hub while pushing it in, lowering the roll into the compartment making sure it is inserted onto the right hub. 2. Pass the leading edge of the paper through the paper cutter guide and the cutter. 3. Remove any slack in the paper. 4. Close the cover. The paper will feed out automatically.
first the paper is rolled over the top and then roll it slowly under untill you can pull it out by hand. At this point you can close it and it will automatically start to feed.
Sounds like the paper out sensor for the cassette is either broken or jammed. Pull out the cassette tip the machine on its back and you should see a black arm hanging down. This should be able to swing back and fourth freely. Unless it is missing or broken.
I don't know any specific info related to the panasonic fax, but here is some "general" information that is usually universal. The fact that the paper feeds "with some help" indicates that everything is working... just not as well as it should.
Very often, a problem like yours can be rectified by simply cleaning the original take-up/in rollers with some alchohol (I usually use 90%+ rubbing alchohol as it evaporates quickly and leaves little, if any, residue) on a rag. Also, there is usually some sort of "pressure pad/roller" (sometimes called a retard pad/roller") on these types of machines that work in conjunction with the primary original paper take-up roller. It can be either dirty or worn as well. This should also be cleaned. If it's a pad type system, often it just clicks/clips into place, and can be removed, the rubber pad itself flipped over in the retainer, re-installed, and the "un-worn" side then faces the paper offering better pressure for feed, and preventing multiple page feed.
