A bad connection on the small signal board may be the problem! Have a Tech check this connection, it may be to tight due to the heat shrink tube. Have them peel it back to reduce the strain! Should work then!
There maybe another signal coming from somewhere causing the problem. Try blocking the IR sensor in front of the TV. If that stops it, your next step is finding the source.
If blocking the sensor doesn't work, check out the buttons on the TV itself. It may have a sticky or damaged button. The volume down button may have went bad.
