Any RV sales and service dealer can get parts for you, if they don't already have them in stock. Is the pilot staying on at all? If yes, what happens when you turn from pilot, to On? One easy thing to try is undo thermocouple (probe that sits above pilot flame) from gas valve (3/8" wrench) and clean the end of the thermocouple with fine steel wool, as well as spray some WD-40 into the hole it came out of, and give it a blast of compressed air after to clean it out as well. (protect your eyes) Then re-install the fitting and snug it up good, and try lighting again. You may get lucky that it's just corroded or dirty, and this may cure that.

Although I could walk you through it, testing of the components requires some dis-assembly and re-assembly of the gas valve components which by law requires a certified gas technician, and could certainly present a dangerous situation for someone who's not experienced in that area. An experienced technician shouldn't charge any more than 1/2 hr. labor to diagnose and replace gas control if required. Atwood recently changed gas controls as well for many of their water heaters, so a little retrofit may be required so it gets a little tricky if you haven't done the retrofit before. Wish I could give you more, but liability, and your safety are top priority when it comes to gas appliances. Please, have a certified technician do it.

We have no hot water, and the DSI light is on. Doesn't work in either electric or gas mode.

I'll need you model number to verify it has electric element, as well as DSI ignition. Does it try to ignite,on propane, as in sparking at electrode? On DSI, the light on usually means it tried to light but failed due to a problem, such as propane not on, or present etc.
Do you have a 12 volt test light or Multimeter?

Pilot will light after 30 seconds when you try to move knob to on position the pilot goes out and heater won't ignite.

You need to replace the thermocouple.
When you light the pilot it is supose to heat the thermocouple.
the thermocouple produces a small electric current which allows the gas valve to open and keep the pilot going. and allowing the main burner to come on.

Burner lites but goes out after 2 or 3 min.

the white rodgers gas control needs to be replaced;
the way it works is: the thermocouple opens the pilot gas circuit and, holds it open
when it heats up by creating a magnetic field in the gas control then: when you turn
the knob on the gas control to "on" a valve inside the gas valve opens the main gas circuit and, electricity supplied by your RV keeps it open.
the main gas coil inside the gas valve is defective and, can not hold the main gas circuit to the burner open anymore.

The electronic ignition on a gas water heater will not heat up and glow red to ignite the gas to heat the water atwood r/v water heater

You won't see any red glow until the burner ignites and burns for a while. Its only an ignitor and flame sensor, not a glow plug style. The ignitor has to provide spark for gas to ignite, then it also senses the flame and keeps gas flow coming. What exactly is happening when you turn it to on?

On an atwood water heater, I have a small yellow flame at the main burner orifice, but nothing comes through the burner tube. The tube is clean and so is the orifice. The gas valve is new.

You need to have a manometer (pressure test) done on your system. If all that is new and clean, as stated, then you either have low pressure or a faulty/improper, gas control. How's the flames look on stove burners?

We believe we are to turn on the water electric button to start the heater. Directions say the light should go out when ignition occurs. It won't go out.

If your water heater has an electric element, as well as electronic ignition for gas operation, you may be getting them mixed up. One switch should show like a lightning bolt beside it,(that's for hydro use) the other will show a small gas flame beside it.(that's to turn on ignition for gas operation.)
If you only have one, my guess is it's for electronic ignition. When you turn that on, you should hear the water heater trying to ignite outside.("click, click, click) and then burner should ignite if you have your propane on. Get back to me with your model number of the heater, behind cover outside, and I can tell by that what you have as far as just gas, gas and electric, etc.

Heater when switched for gas operation will send spark to ignitor and ignite for approx. 5- 6 seconds and go off. Will do this 3 times and lockout?

Have you tried positioning the electrode closer to where flame is? That also senses flame to keep gas valve open, and if not sensing flame, with cause it to shut down. Clean it with a small brass brush, or similar, and make sure it's getting good flame from burner directed at it. Let me know if that helps. Do you by chance have a multimeter, or 12 volt test light for troubleshooting ?
