Assuming you mean turns on as in powers up but not loading OS...
Whenit boots press F8 or F2 for safe boot and then choose safe boot... see if the machine stops at CRCDISK.SYS. If so you will need to do a rescue of the disk if possible...reloading the OS. If that fails the DV9000 series has a known issue with NVIDIA video drivers and a google search on the two together DV9000 and NVIDIA problem will give you all kinds of info on the issue. There is a class action lawsuit in relation to the error on NVIDIA because it is a non-recoverable error. Final option is a BIOS error and to flash teh BIOS you need to be able to get into the Operating System. If the system is beeping or flashing the LED lights (power, battery, etc) during start up. This is the computers own code and dependent on the flash/beeps youwill be able to diagnose better. So listen for two short and one long, etc.

I have an old intermatic (1983) freeze guard that I am trying to wire into my pump timers. 4 wires are 2 for load and 2 for line in. 2 orange and 2 red. Which color is the load and which color is the line...

To determine which set of wires are the LINE wires from the freeze guard:

First turn the thermostat2_bing.gif to the HIGH setting (so that it turns the load OFF), then pick a set of wires (say the red wires) and connect them to 240 volts. Turn the thermostat to the LOW setting (so that it turns the load ON). If you picked the right set you will hear the relay kick in _and_ the other (orange) set of wires will then have 240 volts on them.

If you picked the wrong set of wires to start, you won't damage anything because all you will be doing is energizing the load side of the relay contacts. In which case, nothing will happen after you turn the thermostat to the LOW setting (to make it turn the load ON), and no voltage will e on the other set of wires either.

What it boils down to is just hook it up. If you connect it wrong it won't damage anything, it just won't work. If it doesn't work swap the wires.

Everytime i turn anything on in 1987 jeep wagoneer

It sounds to me like you need your charging system checked out. Before you do make sure your alternator belt is tight enough that you can't turn the alternator by hand, tighten if necessary before it is checked. What you describe would suggest that the alternator is maxxed out putting out enough power to run the engine and that's all and the battery is low enough that there is no reserve to run anything. Alternator output should be close to 13.5 volts at idle. The battery should be "load tested" to ensure that it is good. Any shop will have the proper tool for that. A load test will show whether or not the battery can deliver the power required and bounce back. Hope this helps.

Keeps freezing after loading windows xp, won't allow me to use any apps or open anything

if you cant afford to get it repaired, then check the processor, hdd, ram slots to ensure that they are all in their fixed possitions,

the problem may be that a module of ram has come loose or your processor has, if they haven't then get yourself a digital multimeter and learn about computer electronics,, although buying a new computer maybe the quickest option.....

Laptop wont load windows after freezing up and turning off

Have a Linux-savvy friend try booting a Live-Linux CD on your computer. If everything works,
then it isn't a hardware problem, just a virus "infection." In that case you could fix your computer by doing a fresh Windows install.
