Check the basics first...is breaker on for a/c? Is furnace control switch and fuse good? Is thermostat turned to cooling? In my 40 yrs as a service tech these were the most found problems with residential service calls.

Why won't thermostat turn on after I changed the batteries?

I think you may have the model # incorrect, However if you have a thermostat as in the type that are hand held, polarity of the batteries is the 1st thing I would check, then test them for proper voltage, corrosion will often interrupt that small of a voltage, clean the terminals and test it .

A wall mounted like a central HVAC system typically will not require batteries to operate, this is for memory and they will work fine even if no batteries are installed, however there are battery powered stats too, meaning non parasitic type that not powered by the transformer in the air handler.
I will include a basic drawing of a residential HVAC thermostat to show you how the 24 volts powers most thermostats.

4 year old goodman 3 ton residential air conditioner is not working properly. Air handler is running, evap fan is running but compressor is not coming on. Had similar problem a month or so ago and it...

Hi,
If the fan is running and the compressor is not running then you should be getting power to the compressor...
Often the dual capacitor will go bad and then the compressor will not start.
I usually change the cap to make sure that is not the problem.
If the compressor still does not start then check the start amps and you will find that you are probably getting locked rotor amps. or no amps... (open windings)
Either way you will have to replace the compressor...

What can I do for the air conditioning unit outside not working?

Well the fastest repair would be check the disconnect on the wall right next to the unit and verify if it has fuses or not.they could be blown so replace if needed.
Second - if you can verify there is 240 volts (assuming you are in usa and its on a residential home) at the contactor just inside the cover plate. Always consider an electrician to do these types of checks and access work.
Third - Check to see if the contactor is energized when someone inside turns the thermostat to cooling.
Fourth - Replace the contactor if the 24 vac is there but isn't moving.
Fifth - No 24vac outside at the contactor. Wiring needs to be possibly replaced from the furnace.

Central air conditioner doesn't turn on... Any suggestions?

If the compressor turns off and won?t come back on during a very hot day, the unit may have built up a high "head" pressure and the high-pressure limit switch may have tripped. This is usually located right inside the access panel on the compressor unit. Simply push the button to return it to operation. If your central air conditioner doesn't go on automatically: 1) Be sure the thermostat is set to "cool" and set below room temperature. 2) A central air conditioner should be on a dedicated 240-volt circuit; check the main electrical panel and any secondary circuit panels for a tripped breaker or blown fuse. If you find the problem here, reset the breaker or replace the fuse. 3) Make sure the furnace power switch is turned on and that the outdoor condenser's power switch, mounted on the outdoor unit, hasn't been shut off. Also be sure the 240-volt disconnect next to the compressor (in a metal box, usually mounted on the house wall) hasn't been shut off. 4) Turn off the power to the air conditioner and check the thermostat. 5) Remove the thermostat's cover and unscrew the wire from the Y terminal. 6) Turn the power back on. 7) Holding the wire by its insulation, touch the bare end to the R terminal and hold it there for about 2 minutes. If the compressor kicks on, the thermostat is faulty; replace it or call an air conditioning technician. If the compressor doesn't go on when you hold the two wires together, turn the power back off and call a service technician.
