Sounds like you have Norton Internet Security running or maybe some fancy firewall such as Zone Alarm.
Go into the management console of your anti virus and see if you can find the internet protector side of it and turn it off (there might be a 'pause' option) to check. If everything works there might be a security level setting you can just lower a bit to still give you the protection.
If you have a fancy firewall it's very dependant - Windows already has one and if you use a router for t'internet there should be one on that. Third party firewalls on the pc tend to just give problems browsing unless you really go to town configuring them. I'd ditch it myself but that's just me..
If it's neither of these go into Internet Explorer and in Tools-Options on the Advanced tab click the 'reset Internet Explorer settings' button.
