The most likely cause would be the hard drive. The first thing I would do is run the defragmentation utility that comes with Windows (usually under start->programs->accessories->system tools-disk defragmentor or some slight variation depending on your version of Windows). It could also be you're running out of free disk space or your disk is failing. In either case replacing your drive would be the best next step. It is a very simple series of steps to "clone" your drive to a new drive (the cheapest hard drives being around $50 or so). You can pay a professional shop or promise your favorite geek mountain due and pizza in exchange (that's the stereotypical geek bribe anyway). It shouldn't take more than an hour to do.
Of course a complete re-install of Windows always does wonders but if it really takes [half hour|hours|more] to boot replacing the whole drive would be the best solution.
