Question about Microsoft ARC Mouse
What's with you Experts with the silly questions? Just answer the main
question and assume that OP has done the basic things allready.
Specially the 1349 model is known to have permanent heat issues in the USB-dongle. It overheats by default. To make things worse, in some Laptops the processor cooling exhausts blows directly on the USB-dongle and it overheats and stop working. Also direct sunlight causes this.
Even the hinge have proven to be faulty.
My opinion, this product were launched in too early phase to the public and now consumers are doing the BETA-testing.
I personally have had four of these and two of the 1349 models have been changed to new one within a year... and with one i was curious. and fixed it (fine electronics, do not try at home). 3/4 have proven to be faulty of my devices. I have measured USB-dongle surfacetemperatures up to 74C/165F. Inside my house 22C ambient, in shade. It' can't be good to the circuits.
The fouth one is a reserve and is not in daily use, so it still works.

Silly question. Have you tried changing the batteries in the mouse? The weaker the batteries the closer you need to be to the receiver.
