That is a malfunctioning v-chip. The only thing you can do is to check that the blocking settings are at minimum - everything allowed.
You can do that from the menu - Setup - Parental - enter your password - you will find 4 categories:
1 - Program Block - in US/Canada TV ratings and Movie ratings make sure that all boxes are unticked; in the Block MPAA/TV unrated make sure they are set to no.
2. and 3. - make sure no channels or inputs are blocked.
4. sometimes just changing the password is enough to reset the chip so do it.
If nothing works then the problem is in the chip itself, it's time for a repairman.
