Typically those symptoms indicate the engine is not getting enough fuel, the first thing to check is to make sure the fuel/oil is fresh as over time the gas evaporates and leave a mixture with too much oil. Once you do that start it up and look for air bubbles in the fuel line(s), if bubbles are present you have a tiny air leak and that's all it takes to make them not want to run on high speed. If no air bubbles are present then the high speed circuit is at fault and the carb must be disassembled and cleaned or replaced.
