I don't know what others have told you but I can understand how annoying it is to each time you click force to close that app it will pop-up over and over again. Here is the fix!
Caution :
(THIS WILL REMOVE ALL APPS BUT NOT YOUR PIX AND MUSIC!!)
Slide open keyboard
Press Alt and L at the same time you will get a screen with some options listed
Press Alt and W at the same time to wipe device to factory reset
Once it is finished press home and back key at the same time
Remove the battery
Reinsert the battery
This will wipe your device to factory reset and should fix your issue… You will need to log in to your gmail account like you initially did.

1. Turn the phone off.
2. Press and hold Home and Back.
3. While continuing to hold the buttons, press the Power
button.

I don't know what results you got from my fix above but, thank you for your feedback, please try to do a hard reset of your phone
to see if that solves the problem. You can do this by:
1. With the phone turned off, press and hold the HOME and BACK buttons,
and then briefly press the END CALL/POWER button. The reset process will
start after a few seconds.
2. Wait for the phone to finish the reset process and then press MENU.
If this does not solve the problem there should be a ROM update for the
Hero out which could contain a fix for the problem. Try the
hard reset if it doesn’t work go to htc.com for the ROM upgrade
for the Hero.

There's still no solution for this problem yet. I would suggest you to firstly Reset the handset to "Factory Restore". This worked for some users.
But for some users, it is fixed when we instruct them to take out the battery and leave it outside for several hours. You also need to clean them if possible.
