It is the Setup/Start up Code. it is displayed until you set the timer. which you do so by holding down the down arrow till you hear a beep, then hold down the up arrow till you here a beep. from there you can set the time and then to lock it in repeat the process

I checked the Intex web site and here is what they said:
There are several things you
may need to check and do:
- Test the salt level first with Test Kit, and add salt as needed.
- Remove the electrolytic cell for inspection and clean it if necessary.
- If code 91
still appears despite the above steps, there might be a possible
electrolytic
cell
failure. Please contact Intex Service Center, and replace the cell if needed.
NOTE: Always turn the power off and disconnect power cord before
cleaning and servicing.
