The coil spring that retracts the pull-cord is either broken or came loose from where it hooks up. You will need to remove the spool housing to repair/replace it. A repair manual form your public library can guide you through the steps to do the repair/replacement yourself if you are inclined to do so.
However In many cases problems with the mowers are
caused by slipping drive belts, partially
engaged bypass valves, and loose or
damaged control linkages. Be sure to perform
all operational checks and adjustments before
assuming the unit is malfunctioning.

1. Engine speed low
2. Control linkage bent or out of adjustment
3. Brake setting incorrect
4. Drive belt slipping or pulley damaged
5. Oil level low or contaminated oil
6. Excessive loading
7. Bypass assembly sticking
8. Air trapped in hydraulic system

1. Adjust to correct setting
2. Repair or replace linkage
3. Adjust brake to proper setting
4. Repair or replace drive belt or pulley
5. Fill to proper level or change oil
6. Reduce vehicle loading
7. Repair or replace valve or linkage
8. Purge hydraulic system

How old is this mower? does it burn allot of oil? have u checked the compression? U either have a fuel supply problem or a tired engine or both. I suggest u have a small engine shop run some basic loss of power tests to verify what i am saying.

Cougar 110 atv no power in forward will spin tires in reverse. Won't pull up the smallest incline ?

does it rev up ok ? if so i'd say the clutch is not engageing , may be the cable , the wires can often split causing the cable to stick in the cover so i'd start with a new clutch cable and work on from there

Shimano alivio front derailleur doesn't shift from intermidiate chain ring to the smallest chain ring in a inclined riding

There is typically not a single cause or solution to a specific shifting problem. The most common way to resolve your problem is to let off a bit on pedal pressure as you shift. The derailleur has to move the chain sideways off the teeth, and that is more difficult when the chain is under high pressure.

I replaced the blades on my Husqvarna Lawn Tractor 48" Deck, 23 Hp, Model# Yth2348 by tipping it on it's side and now the mower looses power when going up the smallest incline? I bled the air out...

Not the float.
Where you mowing when you had the problem or were you just driving the mower? If you were mowing, then disengage blades and see if it returns to full driving power. If you were just driving, then with it sitting, engage the blades and see if problem recurs. The blades are the bigger load on the engine, your mower will drive around with a little 4HP engine, all the extra power is for the blades and if pulling anything.
Let me know what the test results were, so we can figure out if it is in the carburetor or not.

My MTD riding mower is losing power to the rear wheels when pulling an incline. It will come to a complete stop. the engine RPM and blade rotaion do not seam effected. What am I over looking?

normally sign of a failing hydrostatic transmission. if your mower has one, start looking for a new one, mower that is as a new tranny will cost more than a new mower.

Snapper Rear Engine Riding Mower 2008.. has been in shop three times for same problem. When on an incline and you engage and disengage the clutch/brake you hear a metal grinding noise and the mower lurches...

if they have been adjusting it for you this many times they have done it wrong and have ruined the clutch face plate material by letting it slip and sand off the facing material, now its down to the metal back plate and its now metal to metal, you need to have the clutch replaced soon or your going to ruin more drive components

I Have 1200 cub 1200 hyro trans. won't pull on incline without increasing trans. lever

The lever at a given spot will not give the same speed on all terrain. There is more resistance going up a slope than down, so it therefore will require more movement of the lever. Same thing applies if pulling a trailer loaded, even on flat ground, it takes more power to pull. I am on my second lawn tractor with a hydrostat tranny, I've noticed if under a heavy load the oil will heat up which make it loose power.
