How many Blinks you could see i.e 3 blinks, then pause then 3 blinks??? or is it continously blinking ?

Blown components are not always obvious.
The clicking is the relay ( starter unit) that sends power from the input transformer and power unit to the video driver boards. of which there are two X and Y sustain boards. The chirping sound is the sound a transistor will make when it it being fed too much voltage. I would suspect that you have more than just 1 board involved here possibly the sustain board and the power unit board. Manufacturer reccommends that all 3boards are changed and matched. So unless you are tech savvy, good with a circuit diagram and have the appropriate tools to set up the hatch pattern for tuning ( special signal generator) II would be passing this over to SAMSUNG.
My experiene with Samsung is one of praise. They do honor warranties and have always been very helpful and reasonably priced for repairs. I even had one TV picked up from my doorstep, ferried at their expense across the country to Interstate, Fixed and returned withing 11 days and given an extended warranty for 3 years on all parts and labour. The Tv that went to be fixed was 3 days out of warranty.. So that should indicate the level of service this crowd offered. Unlike others I have dealt with in the past.
The estimated fix cost of your problem could be anywhere in the $700-800 vicinity and DIY attempts of swapping boards will cost you even more if you don;t set them up right Too many on here havce tried to save money only to burn out replacemnt boards within anotjer week or even straight after turning on. Take the advise, call samsung service support.
If you recently had storms ( lightning spikes) and you have insurance try a fusion claim. But to get paid the repairer has to claim that parts were fused.
