In this case am I to under stand that eve if it has power it kinda boots in a loop or not at all..
1st ..If it seam to boot in a 3 or 4 sec loop is a ram memory issue ..and you have to see if it has 2 units take on out and try again than change them between themselves to see if one is gone ..if it is just one ..remove it and put it back to see if it goes or not ..than if nothing changes open it and remove the bios battery to default it and make it see the hardware again from scratch ..and only after that consider to get another Ram memory ..and not before you try in in another laptop or get some ram to try and see if you change it works ..
If it just have power ..but it seams that after a few seconds shuts down and stops..than it may be a bios setting made wrong and the cpu maximum temperature is set too low ....and it gets to it sooner than the computer starts ..removing the battery should fix that too ..
If it has power but it is not booting at all..when you press the button ..than it sounds like a fried CPU unit ....and again just in case remove bios battery to see if it makes a difference (this action always put it on the factory defaults and if it is a case of sudden power lost and now its not recognizing the hardware ..this its making it see again all that have inside) ..
there can not be anything else but these 2 ..cause all the other hardware will cause not to boot in windows but let it show the devices and boot to bios..

Changed boot type from legacy to UEFI. Nowi cant even access bios and machine stops at acer screen. really need to enter back in bios and change back the boot type to legacy bios. Please need ur help

Changing the boot type will have no effect on whether or not you can still enter the bios.
The easiest way I find is to remove the hdd and RAM. Start up the laptop and it will do odd things. Power it off, replace the RAM with no hdd and go to the bios settings. Once there, reinstall the hdd and go to bios settings, reset back to legacy. Some systems will not support UEFI but if they do, a hdd without a system on a separate partition, will no longer work.

How to set dell 530 to boot from usb

During start up of your system constantly hit either F2 or F12 to enter Bios.
Once in Bios you can configure your boot settings to boot from Your USB device. Bios is pretty self explanatory even for those of us not to familiar with it myself even. Unfortunately mouse is not usanle in Bios. I've had to go to Bios many times on older systems just to boot from cd/dvd Also to correct problems others have made in the boot settings.
Anyway In Bios there is a little summary of each changeable feature within it. Once you make your selection(s) make sure to save changes so you do not have to keep resetting them to your own personal preference. You should be asked upon exiting if you want to save. Your machine should automatically restart and ask you to press any key to but from your device. If you do not hit any key your machine will but normally from harddrive and you will have to restart the system and wait for it to ask again.

Compaq Presario pops up a system boot menu everytime at startup.

This comes up mostly when it requires a BIOS save. Try that. If that does not help, sometimes setting the default settings and saving will help.

You probably need to tell the BIOS to boot from the CD.
I'm not certain about your model, but you can try pressing delete button as it's doing initial start up, to enter bios. It may even display on screen what to press for bios. Then look for boot sequence options, and have the cd be the the first boot device.
If this works, you may see a message saying "press any button to boot from cd" if you don't do this , it will still fail to boot on cd.
If it works out for you, you should change this option back after completeing the install.
