Question about Garden
Check the brass bolt that holds the carb bowl on. Remove it and clean the tiny holes on the smooth part above the threads. Carb and Choke cleaner should do this. This is actually the main jet for the carburetor and when partially clogged causes exactly the problem you are having. Clean the bowl too while you have it off.

Take carburetor apart carefully clean and inspect float and needle also clean bowl retaining nut it is brass and has holes in it that need to be cleaned as well. A carb kit is inexpensive and has what you need as far as bowl gaskets and needle and seat.

Deffinetly a carb issue a good cleaning and maybe a bowl gasket and a needle and seat will fix it. nice engine when you get it fixed, take your time and do it right it will last forever
