If the 2046 is not starting at all then could be one or many of following reasons

Out of fuel.
Loose or corroded electrical connections.
PTO drive lever is in ON position.
Fuse is blown.
Spark plug wire is loose or disconnected.
Brake switch not engaged.
Engine flooded.
Dirty air filter.
Dirty fuel filter.
Water in fuel.
Bad starter solenoid.
Carburetor out of adjustment.
Engine valves out of adjustment

Depends on what state this happened in. For example stopped working part way and would not start or was it first time start for the day.

If it starts and stops then like causes are

Dirty air filter.
Bad spark plug.
Weak or dead battery.
Dirty fuel filter.
Stale or dirty fuel.
Loose or damaged wiring.
Carburetor out of adjustment.
Engine valves out of adjustment.
Below 32°F (0°C)

If you do not have a copy of the Owner' s Manual then you can get one from

Hope this helps. Please post a comment if you need more assistance with this.

There should be a rubber slotted cover that key goes through. This should pop off with a screw driver to expose hex nut. Unscrew hex nut and replace switch.

I need to see a belt routing diagram for a Scotts Mower

This is for a Scotts 1642. Picture yourself sitting on the mower looking down at the deck. Starting at the tractor pulley, the belt runs from the right side of this pulley to the left side of the tension arm pulley, around this pulley to the left side of the right hand side mower blade pulley, around this pulley, across the deck to the smaller left hand side idler pulley, then up to the left hand side mower blade pulley, around this pulley to the second (larger) idler pulley, around this pulley and back to the left side of the tractor pulley. If you make a small sketch of the deck pulley arrangement it will be easier. Keep in mind some of the pulleys are for the "V" side of the belt and some (The tension arm pulley & larger idler pulley) are for the flat side of the belt. Be sure the belt is not twisted and lays in a continuous circle with the "V" side of the belt on the inside before you start.
