Yes , traction can be improved by using a slower speed so the wheels have some time to grip before they slip. and by keeping the tire treads clear of any debris. Also try crossing a hill at an angle instead of going straight up the hill.

My toro 17-44HXL model with a B/S 17HP engine stalls when trying to drive horizontally on a slope. It stalls when sloped either right or left side sloping.

The float in the carburetor might not be floating at the right height due to the slope. It's also possible fuel might not be reaching the carburetor as it hates to flow uphill. It's unlikely it has a fuel pump. Hopefully, it has an oil pump (and associated oil filter). Engines without oil pumps don't like inclines very well.

A hydrostatic transaxle could be low on fluid, or have leaky pump or motor. Check the fluid level. If it is not hydro, check belt from the engine to the transaxle for tightness or slippage.

It depends on your interpritation of a hill, most manufacturers will only recommend a maximum 15 degrees due to the risk of tipping the machine over.

My mower will not pull up steep yards it slips

The mower is not designed, nor was it ever intended to have enough power to pull itself up any slippery grassy slope of about more than 5 degrees. The wheels do not have enough traction, nor weight above them to drive them into the ground, which is where any traction would come from and would dig up your lawn.

Solution: Mow across the hill sideways.
