EGR valve needs to be replaced how do I replace it or how can I clean it out?

Well if your going thru the trouble to remove it. It's a real toss up I know the part is expensive. If all it needs is to be cleaned then clean it, if it doesn't hold vacuum or open when it's needed then replace it. As far as the actual proceedure, the egr is always located in an nearly inaccessible location on the engine. So you get frustrated and take it to a mechanic and he gets frustrated but then he's getting paid. It has 2 or 3 bolts and a vacuum line, either metal line or vacuum hose. After removal if it's clogged it will look black inside gummy sticky clean it with carb cleaner, don't spray it soak it to remove the mess it's not very big inside, it has a plunger, a rod and a small chamber, after cleaning apply vacuum to it to make sure the plunger opens and closes ( it will move) There is no lube for this part exhaust gases pass thru it hence the name Exhaust Gas Recirculation, Hope it helps

EGR is dirty. how to clean one? is it best to clean an EGR or replace it?

Is the EGR valve dirty or are the EGR ports clogged? EGR valve failures are EXTREMELY RARE (although the parts retailers sell MILLIONS of them to people who nothing about EGR systems, but are trying to fix EGR codes).
Depending on which engine your RAV4 is equipped with, the intake plenum may have to be removed or partially disassembled to clean the ports out.
As for the valve itself, you can use a little carb cleaner and an old tooth brush to clean the pintle area if it is caked with carbon deposits. If the pintle lifts when vacuum is applied to the valve and the valve holds vacuum, there is no need to replace the valve. This can be tested with a hand-powered vacuum pump with a gauge like a "MightyVac". (see picture)

EGR valve is being cleaned due to "Check Engine"

CLEANING THE VALVE WILL NOT RESOLVE THE ISSUE, IT SHOULD BE REPLACED.

You have two options to fix this error code. One, obviously, you can replace the EGR valve. If you do this, just reset the codes and you should be good to go. Two, you can remove the EGR valve and clean the carbon build up out of it. You can do this with throttle body cleaner and just make sure to let it dry out before you put it back on. You need to make sure that the valve (diaphram) is moving freely after you clean it. If it isn't, you are going to need to replace the EGR valve. Let me know if you have any further questions. EGR Valve Cleaning on a 1999 4.3 Silverado

If it is not just badly clogged, the intake does not need to be cleaned out. If you want to clean it out then take some brake cleaner and spray it in there and wipe it with a rag. I have never seen someone have to clean the intake due to not being clogged. Just my expierence I would just change the EGR and go from there
