I don't know what you mean by "pumping" the tank. If the toilet runs, then either the fill valve is defective or the seal on the flush valve is defective. First, check to see that when you move the float, the toilet stops running. If it does not, then replace the fill valve. If it does, then inspect/replace the seal on the flush mechanism at the bottom of the tank. If this seal is bad, you can usually see water continuously flowing (slowly) into the bowl. You will see ripples on the surface of the water in the bowl.

My toilet keeps leaking water and then fill ups on its own. Where could the leak be how do I fix it? Also I have to hold down the flush lever awhile for the toilet to completely flush. Can this be fixed ?...

If you are not getting puddles on the floor then it is probably the 'FLAP" that holds the water in the tank. It is the rubber part that is connected to your handle. Any hardware store will carry that part since it is an item that will fail, especially in hard water. It is probably the cause of both problems.

Look under the stool for the water valve coming out of the wall and turn it clockwise till it stops turning. This will turn the water off. Flush the stool and get all the water out of the tank as possible.
Look where the water hose goes to the bottom of the stool tank. You will have to take the hose loose with a pair off big water pump pliers or crescent wrench.
After taking the hose loose from the stool, there will be a big nut just above where you took the hose off the tank. You will have to look under the tank to see this nut. Use the same wrench to take this nut loose. You may have to hold on to the old valve.
Once you get this nut off, the valve will be loose from the tank, and you will have a little water leak out of the tank which you can catch with a big towel.
You should be home free from here. Put the new one back in reverse order.

Older Eljer toilets are good for this and yes you need to replace the complete flush valve assembly. I would recommend putting in a fluid master system as they in my opinion are the best. Their kits come complete with everything you need to do the job and provide excellent instructions and if that is not good they have videos on their web site. The site is slow to load but worth waiting for.

Eljer runs constantly. Replaced the flapper to no avail. I can see the wate flow in on the right side of th bowl looking at the tank. Any suggestions?

The next thing for you to check is the fill valve itself, make sure it is shutting off. shut off the water to the toilet and see if the leak stops after a few minutes. it may also be a leaking gasket on the flush valve gasket. also be sure the flapper area is clean. hope this helps. let me know if you need anything else.

When you hear water running, it is usually in a drain. You probably would have noticed a leaking faucet, so it's probably a toilet. Try shutting off the supply pipe to any toilet you suspect and see if that stops the pump. Then you have to fix the toilet.
I hope this helps. Thanks for using FixYa, and good luck.

Eljer pressure assist handle will not move. If water valve is on, water will conitnuously run with no shut off

If you take the lid off the toilet there is a cartridge in the middle of the tank. if you take the handle mechanism off the toilet and get some plyers you can take the cartridge out of the tank by twisting it out. make sure the water is off and that you have pressed it down ( the part that stick out of the middle of the cartridge)to relieve the pressure. it should come right out and take it to a local plumbing supply shop and they should be able to get you a replacement part for it.

I havve two Eljer non-wateraver toilet (Patriot?)

I've never had a problem with Eljer toilets. Try adjusting the fill valve so that it allows more water to enter the tank (if you're over the flush valve, install a coupler made from PVC around the neck of the flush valve- inside diameter of the coupler needs to be the same as the outside diameter of the flush valve filler neck).

The water continue to run for a long time

You are probably going to have to replace the fill valve.

There is a chance that adjusting it may work, but it has most likely become worn and partially clogged with hard watrer deposits, dirt, etc.

This will cause it to fill slower, and cause the fill level valve to close slower resulting in higher water level. Eventually it would simply overflow the flush valve tube.

Try adjusting the fill level, but plan on the likelyhood of replacing the fill valve.
