You have either lose connections or completely failed Vertical Oscillator/Output circuits. Service manual may be needed if you do not have experience repairing CRT monitor, also be careful since you are dealint with 30,000 Volts inside. Make sure to discharge he picture tube, it can hold the charge for many days after unplugged from the wall. I would leave it to the pro if you are sure about DIY repair, or put the money toward new monitor instead.
