The mower is activated through a vacuum system. There are two fuses under the dash. To get to them remove the hood and then pop off the plastic shield which protects the area under the dash. Check both fuses. Replace one if necessary.
Now, if that fixes your problem great, if not there is a vacuum relay that could be bad.

White smoke is typically an indicator of an oil leak. This could be a leak, broken ring, valve or piston problem etc. I would start with checking your filter to ensure oil has not leaked inside there. Next I would check the spark plugs for oil build up. Doesn't sound like it's getting to the exhaust.
