If you can open it then reset the drive or get it done from a technician.

My laptop will not start up and I have no boot up disk

First - re-seat the hard disk and reboot the computer. If the computer does not boot up then reboot and go into the BIOS configuration to see if the BIOS detects the hard drive. If it doesn't detect the hard drive then it could be faulty.
Then the hard drive needs to be replaced in the computer/laptop, Windows installed and the computer or laptop's device drivers plus your programs etc. to get a functioning computer/laptop again.

Toshiba c655: chek cable connection! PXE-MOF:Exiting Intel PXE ROM. No bootable device--insert boot disk and press anz key

Maybe the cables are not connected, they may be disattached to the hard disk or optical drive. You can try opening the bottom of your laptop, it usually has a hard disk vent, when you unscrew the cover, you'd see the hard disk, and you could connect it. If this doesn't help, the boot manager of the OS might be corrupted, you should insert your setup disk and choose start up repair.

My laptop model is acer aspire one n450 . when i start my computer im getting check cable connection , no bootable disk inside insert bootale disk and press any key.. when i press ctl-alt-del then...

You have a possible faulty hard drive.
The error PXE-E61: Media test failure usually means the hard diskhas failed or the hard disk needs re-seating or the disk controller is faulty. First - re-seat the harddisk and reboot the computer. If this does not work then reboot and go to theBIOS configuration to see if the BIOS detects the hard drive. If it doesn'tdetect the hard drive then it could be faulty. Next - to determine if thehard drive is faulty, remove the hard drive and insert it into an USB hard drive adapter and connect it to a working computer'sUSB port. If this computer cannot see it as anexternal hard drive and you cannot open the various folders and files, thisconfirms the hard drive is faulty. The hard drive needs to bereplaces in the laptop and Windows installed and the laptop's device driversand your programs etc to get a functioning laptop again.

"Error loading operating system" message

This error means the operating system on the hard disk couldn't load due to possible faulty hard drive or disk controller. The fault could also mean the hard drive needs reseating to make proper connection. Reseat the hard drive and if you still get this error, then you need to determine if the disk controller is faulty.
To do this, remove the hard drive and connect it to an USB hard drive adapter and plug it into a working computer's USB port. If this computer see this hard drive as an external drive and you can also see the contents of the drive, then the hard drive is OK and the fault is a faulty disk controller. If the computer cannot detect the hard drive then the hard drive is faulty.
Then get a new hard drive insert it into youe laptop and install Windows to get your laptop operatioal.
