There are a number of things that can cause the computer or the camera to
freeze up. First I’d check to see how much memory is
installed in the computer.It takes
additional memory to operate the camera.

i don't know whether iam giving u the right suggestion!!!!! let me give a practical situation that i encountered, i have china mobile which acts a camcorder when i plug it in to the computer using usb cable... initially i couldn't take video or capture picture from my phone but when i tried on other system it started working....to my surprise i could take video, capture pictures when i started using a software called Skype(used for chating,calling online).
i) it mightbe problem with our operating system, so try downloading some usb video or picture recording software...
ii) try using SKYPE to just make sure that ur phone is in state of taking video or pictures, while using skype......go to Tools---->Options---->Video Settings---->if ur phone is working properly a video appears, from there u can take snapshots using a button just below(explore)
iii) try connecting in system which has a licensed operating system, in which usb video recording device is not corrupted....

Well-not easily. It will not work through USB. An out-of-the-box camera only lets you access camera memory card/onboard memory. However you could connect the camera video-out socket to a PC with graphics card with video capture function. Some cards with video capture work with skype (check this URL: http://forum.skype.com/index.php?showtopic=41101 ) At the moment this seems to be the only easy way to use TZ3 as webcam.

could connect the camera video-out socket to a PC with graphics card
with video capture function. Some cards with video capture work with
skype (check this URL: http://forum.skype.com/index.php?showtopic=41101 ) There are also various software solutions which can fool your webchat client into thinking that video capture stream is actually an output of a usb webcam. (Try google for "video capture into skype". At the moment this seems to be the only easy way to use LS-70 as webcam.
